The MITC Project Manager will exhibit strong leadership, exceptional organizational skills, and keen attention to detail, effectively guiding diverse teams towards a common goal. The primary objective of this position is to lead the development of a culturally-safe substance use and concurrent disorders treatment program for Indigenous peoples in Montreal.
The MITC Project Manager will oversee and support a variety of administrative and coordination activities ensuring the research, planning, and operational readiness of the facility and program. The Project Manager will strategically plan and organize initiatives to meet established milestones and drive the project towards successful completion.
The MITC Project Manager will be responsible for managing consultant contracts, including the review and approval of deliverables throughout the project's phases. This position will oversee internal and external project communications, ensuring timely reporting and obtaining necessary approvals. Additionally, the Project Manager will draft proposals to secure funding for project activities, salaries, and research, and provide comprehensive budget management covering human resources, operations, service contracts/O&M, and capital funding. The MITC Project Manager will also engage with federal, provincial, and municipal authorities to secure support, policy guidelines, and funding for the development of a residential substance use and concurrent disorders treatment centre in Montreal for Indigenous peoples.
KEY ACCOUNTABILITIES AND KEY RESULTS AREAS
Provides strategic leadership:
- Establish milestone objectives for the treatment centre project.
- Authorize spending for the project in coordination with the Executive Director.
- Allocate their time to meet the established milestones.
- Liaise with all levels of governments for the project.
- Collaborate with the Executive Director to ensure MITC objectives are achieved.
- Develop funding requests to access sources of revenue for project activities including human resources, capital and consultation activities.
- Coordinate all activities for the completion of the project.
- Supporting MITC in establishing and maintaining industry partnerships.
- Managing budgets for planning activities, capital plans and implementation budgets based on outcomes and milestones deliverables.
- Collaborating with other MITC team stakeholders for communications, leveraging funding, reporting and implementation support.
- Establishing performance indicators to ensure overall objectives are met.
- Ensuring resources are in place when required (people, materials, space, etc.).
Executive Director Support and Strategic Project Oversight:
- Monitor and coordinate the execution of the MITC project, ensuring that they adhere to project protocols, that they conform to applicable institutional policies, and that they are completed within the required timelines.
- Identify, collect, and analyze relevant information relating to current projects, and provide input and recommendations to the project team for development, implementation, analysis, dissemination of findings, and policy/practice implications.
- Actively support the management and facilitation of time-limited projects and programs to identify best strategies and activities for team members and other stakeholders, including identifying appropriate staff and assisting them to access and utilize appropriate project management tools and resources.
- Coordinate and arrange project team meetings in consideration of urgency and nature of the subject matter. Prepare documents including presentation, spreadsheets, correspondence, meeting minutes and reports in an accurate and timely manner.
- Present project updates to internal stakeholder groups, external agencies,organizations, and other stakeholders. Develop communication plans and assists with the dissemination of information and knowledge related to projects and key initiatives through a variety of mediums.
- In collaboration with consultants and project partners, coordinate the implementation of approved recommendations resulting from previous projects, research, best practice, and policy reviews related to Indigenous healing programs and treatment centres in Quebec and Canada.
Performs other duties such as:
Participating in various NFCM and Montreal Indigenous Network meetings and activities, as required.
SCOPE, AUTHORITY, AND IMPACT
The MITC Project Manager reports to the Executive Director. This position will advance the phased work required for the scoping and feasibility of an Indigenous substance use and co-occurring disorders treatment centre for Indigenous persons in Montreal, through to business plan and implementation of a healing program that will form part of NFCM programming and services.
The MITC Project Manager will be responsible for approved budget items for the project and will seek approval for items outside of scope for the project.
The MITC Project Manager directly impacts the future success of the addictions treatment centre and delivery of quality programs by NFCM.

- Goals, objectives, and long-term priorities for this project are established by the MITC Project Manager and approved by the Executive Director.
- The incumbent is expected to work independently to deliver on goals, objectives, and priorities.
- Day-to-day operations of project development will be the responsibility of the MITC Project Manager.
- MITC Project Manager will often require creativity and innovation when solving problems to find ways to incorporate traditional knowledge, culturally sensitive, traditional concepts and/or philosophies into the problem-solving approach and resolution. The nature of problems to be solved by the incumbent range from straightforward to complex issues with no precedence for guidance.

- Bilingualism (English and French) written and spoken is required in this position; an Indigenous language is an asset;

- Knowledge of First Nations, Inuit and Métis history, culture, demographics, goals, and aspirations.
- In depth knowledge of the results-based project management and accountability framework (RBAF/RMAF) for government funded initiatives.
- Knowledge of best practice in Indigenous healing models.
- Knowledge of residential treatment centre program standards and accreditation requirements in Quebec and Canada.
- Knowledge or contextual background in substance use, process addictions and co-occurring mental health disorders to properly inform the program design and space requirements for treatment activities.
- Knowledge of capital planning project development and business planning.
- Experience:
- Experience managing feasibility studies, business case development and capital planning projects is required.
- Experience managing contracted services and consultants, project support staff and project budgets to meet deliverables and timelines.
- Experience drafting quarterly and annual reports for funders on project activities and financial expenditures is required.
- Experience working with Indigenous communities and cultures on projects and activities related to primary care, substance use and treatment, mental health or healing modalities for implementation, is an asset.
EDUCATION REQUIREMENTS
Secondary school graduation and post-secondary education in project management, administration, business development or social sciences.
An equivalent combination of 4 to 5 years education, training and/or related experience will be considered.
WORKING ENVIRONMENT/HOURS:
Full-time (37.5 hours per week), Monday through Friday, days and evenings (may vary) Attendance at events, meetings, training, and workshops are mandatory.
