Manager of community safety

The primary responsibility of the Manager of Community Safety is to lead the delivery of services that respond to Indigenous community members experiencing immediate needs requiring intervention, de-escalation, and coordination of urgent supports.

TIME COMMITMENT: Full-time (37.5 hours per week)

BASE COMPENSATION: $35.00 per hour ($68,250.00 annual)

DIRECT SUPERVISOR: Director of Programs and Services

Preference will be given to Indigenous (First Nations, Inuit and Métis) applicants.

DESCRIPTION

The Manager supervises NFCM's frontline intervention and outreach services, ensuring that programs such as the Kaie:ri:nikawera:ke Day Centre and the Kahwáhse Street Patrol are delivered safely, effectively, and in alignment with community needs. This role provides direct support and guidance to Intervention Workers, oversees day-to-day service delivery, and ensures consistent use of trauma-informed, harm reduction, and culturally safe practices. The Manager works closely with the Director of Programs and Services to implement program models, monitor outcomes, and respond to emerging community needs. The Manager also builds and maintains collaborative relationships with government agencies, Indigenous organizations, shelters, harm reduction services, healthcare providers, and social service networks to strengthen service coordination and referrals. In addition, the Manager works closely with the Manager of Community Wellness to ensure coordinated service delivery, recognizing that many community members access both intervention and wellness supports.

QUALIFICATIONS

● University degree or college diploma in social work, community services, or a related field; or a combination of education and experience working in a

similar role.

● Proven experience in program planning, service coordination, and frontline staff supervision.

● Strong leadership, problem-solving, and decision-making skills to manage staff and oversee service delivery effectively.

● Demonstrated ability to build and maintain partnerships with government agencies, community organizations, and funders.

● Experience in grant management and funding compliance, ensuring programs meet objectives and reporting requirements.

● Exceptional attention to detail and a demonstrated ability to ensure accurate, complete, and timely data collection, documentation, and program

reporting.

● Knowledge of trauma-informed, harm reduction, and culturally responsive approaches to service delivery.

● Experience in case management practices and supporting staff in documentation and reporting.

● Ability to identify training and capacity-building needs for program staff.

● Proficient in Google Workspace, Microsoft Office (Word, Excel, PowerPoint), and case management systems, with a willingness to learn new technologies.

● Strong financial literacy to monitor program budgets and spending.

● Experience managing program inventories, ensuring supplies and resources are available to support service delivery.

● Excellent communication and interpersonal skills to collaborate with teams, engage with community members, and maintain external partnerships.

● Fluency in English and French is required; knowledge of an Indigenous language is a strong asset.

● Cultural competency regarding Indigenous values, traditions, and belief systems is a strong asset.

● Strong understanding of contemporary Indigenous realities and the social, historical, and systemic factors that impact Indigenous communities is required.

RESPONSIBILITIES

● Supervise and support frontline staff delivering community-facing services, including employees of the Kaie:ri:nikawera:ke Day Centre and Kahwáhse Street Patrol.

● Ensure employees are trained and supported in trauma-informed, harm reduction, and culturally safe service practices.

● Lead crisis response and de-escalation strategies, ensuring safety protocols are followed for staff, volunteers, and community members.

● Organize and lead regular team meetings to review work plans, address challenges, and strengthen staff cohesion.

● Ensure policy adherence and oversee service-delivery risk management, including incident reporting, and safety planning.

● Manage staff scheduling, workload distribution, and day-to-day operational needs for community intervention services.

● Provide mentorship, performance management, and professional development support to frontline employees.

● Conduct employee onboarding, probation reviews, performance evaluations, coaching, and corrective action in accordance with organizational policies.

● Implement program directives established by the Director of Programs and Services, ensuring delivery aligns with community needs and funder

requirements.

● Ensure confidentiality and the appropriate handling of client, employee, and organizational information

● Monitor service delivery and ensure quality standards are consistently maintained across programs.

● Collect and maintain service statistics and other data, preparing regular reports for the Director of Programs and Services.

● Collaborate with the Director of Programs and Services to identify community needs and recommend adjustments to existing services.

● Support the development of funding proposals by providing frontline insights, data, and operational perspectives.

● Maintain strong communication with community members accessing services, fostering trust, safety, and belonging.

● Coordinate with other managers and departments to ensure smooth service referrals and collaboration.

● Ensure service delivery personnel have the tools, supplies, and resources needed to carry out their work effectively.

● Onboard, schedule, and supervise volunteers, ensuring they are trained and integrated into service delivery in a safe and culturally respectful way.

● Recognize and support contributions of volunteers, creating a positive and inclusive volunteer experience.

● Represent the Centre in service-related working groups or community meetings as delegated by the Director of Programs and Services.

● Participate in professional development opportunities, including train-the-trainer style programs, to strengthen leadership capacity and ensure new

knowledge and best practices are shared with intervention staff.

● Carry out additional responsibilities assigned by the Director of Programs and Services, as required, to support the effective management of community safety, intervention, and outreach services.

EMPLOYMENT CONDITIONS

The regular work schedule is Monday through Friday, 37.5 hours per week. Occasional evening or weekend work may be required to meet operational needs.

Attendance and participation at events, meetings, training, and workshops may be mandatory. The position is primarily based on-site, with opportunities for remote

work where operationally appropriate and approved by direct supervisor.
